Queensland Rail may apply to the QCA to change reference tariffs in response to specific events, as it is allowed to do so under the 2016 access undertaking.
The 2016 undertaking provides for Queensland Rail to seek to vary a reference tariff where a review event has occured. A review event can include a material change in circumstances, or a proposal from an access seeker, access holder or Queensland Rail, which would require a variation to the reference tariff.
Endorsed variation events are occurrences which, alone or in combination, would result in changes to costs reflected in reference tariffs. These include: changes in law, changes to QCA levy inputs including recovery of QCA fees, and contracted coal-carrying services being greater than the forecasts used to develop the reference tariffs.
